It would: —Restore several job- producing measures by the gov ernment, including public service employment; provide low- and middle-income housing and re store nationwide unemployment compensation benefit triggers. —Place temporary restrictions on harmful imports to prevent penetration of U.S. markets and establish a Reconstruction fi nance Corporation to make loans. loan guarantees, interest rate sub sidies and targeted tax benefits for retooling basic industries. —Use credit control authority to offset tight money policy and high interest rates. —Finance the ventures by limiting the individual tax cut in 1982 to $700, reduce the invest ment tax credit from 10 percent to 7 percent and withdraw oil wind fall profits tax exemptions.
