Labor agrees
O’Neill calls Reagan’s administration ‘class B’ act

Thomas P. O'Neill eomparetl the
Reagan administration to a "very,
very had class B movie and told

Republicans were responsible for
the economic recession.
O'Neill's attack on President
Reagan's policies followed similar
broadsides from former Vice Pres
ident Walter Mondale and AFL-
CK) President lame Kirkland.

ism in Wednesday’s address to the
labor group s 14th biennial con
vention.
Neither Reagan nor any other
administration official was invited
tospeak at the convention, which
celebrates the 100th anniversary
olthe labor movement.

making a recovery when Reagan
took office in January "and he has
sent it into a recession in the
period of six months.

proof of that, he added.
Later, acting on the recom
mendation of tlie A FI,-C 40 ex
ecutive council. the 900 delegates
overwhelmingly approved a poli
cy statement proposing a four-
point anti-recession package.
It would:
—Restore several job-
producing measures by the gov
ernment, including public service
employment; provide low- and
middle-income housing and re
store nationwide unemployment
compensation benefit triggers.
—Place temporary restrictions
on harmful imports to prevent
penetration of U.S. markets and
establish a Reconstruction fi
nance Corporation to make loans.
loan guarantees, interest rate sub
sidies and targeted tax benefits for
retooling basic industries.
—Use credit control authority
to offset tight money policy and
high interest rates.
—Finance the ventures by
limiting the individual tax cut in
1982 to $700, reduce the invest
ment tax credit from 10 percent to
7 percent and withdraw oil wind
fall profits tax exemptions.
