Berger and Kelly both had at least 20 per cent more votes than the runner-up in the first election. Kelly said candidates who win by a cer tain percentage should not have to take part in a runoff. Yet, Colby Cessnum, who ran against Kel ly in the primaries, likes the runoff set-up. “The set-up is unique,” Cessnum said. “It helps decide who the best person for the job is because it doesn’t divide the vote.” Jodi Morris, a freshman general studies major, agreed with Cessnum. “I think the runoff makes it more fair for all the candidates because it is the final re sult that counts,” Morris said.
