The Tobacco Institute agreed that young people should not smoke, but spokesman Thomas Lauria said, "there's little in this report that would substantiate the allegation that we're trying to hook kids." Cigarette ads are "aimed at the 46 million to 50 mil lion American adults who smoke," he added. The surgeon general's report on smoking concluded that if teen-agers stay smoke-free until high school graduation, "most will stay that way forever."
