(AP) — The Re publican National Committee was not involved in efforts aimed at in timidating black and elderly voters in North Carolina’s close U.S. Senate race, a federal judge ruled Monday. Voter mailings also have been dis tributed to mostly elderly Demo cratic voters in Texas to encourage them to forego absentee ballots, but Monday’s hearing did not address the Texas mailings. “The Democratic National Com mittee has not been able to establish that the Republican National Com mittee is involved directly or indi rectly with activities taking place in North Carolina,” U.S. District Judge Dickinson Debevoise said. Democrats had accused the na tional GOP of indirectly aiding a “ballot security” program for Re publican Sen. Jesse Helms, who is locked in a neck-and-neck race with Democrat Harvey Gantt, who is black. The Democrats’ complaint said that violated a 1982 consent de cree on voter intimidation that was issued in Debevoise’s court. The election-eve ruling centered on mailings sent by North Carolina Republicans that warned voters in predominantly minority districts that it was a federal crime to provide election officials with false informa tion. Party officials, Republican and Democratic, hailed the ruling. “What the judge did today was stop a fishing expedition,” said Thomas Kirby, an attorney retained by the RNC. “There was no indica tion that we were involved in what was going on in North Carolina.” Democrats also claimed victory. “I’m satisfied because I want the RNC to know that we’re watching,” Bob Bauer, the Democrats’ counsel, said. “We will be watching every county and precinct in North Caro lina for minority disenfranchise ment.” At issue are 150,000 postcards that the North Carolina GOP sent to predominantly minority Democratic precincts. A section on the card told voters it is a federal crime “to knowingly give "I’m satisfied because I want the RNC to know that we’re watching.” — Bob Bauer, Democrats’ counsel false information about your name, residence or period of residence to an Election Official.” Debevoise found that Republicans had failed to inform their staff and state campaigns of the 1982 consent decree that bars voter intimidation. The decree was issued after the party reportedly hired armed guards to watch over various polling places in New Jersey. Deveboise ordered national Re publicans to remind their campaign staffs not to violate the decree, and suggested that Democrats should turn to North Carolina courts if they were not happy with the voter mail ing. Democrats also have charged Helms with playing on racial stereo types in television advertisements. A dedication luncheon at the Plaza Club will follow the unveil ing of a plaque honoring the gift. v Journalism lecture centers on medical reporting Charles Bankhead, Houston bureau chief of Medical World News magazine, will speak at 3:30 p.m. today in 504 Rudder Tower. The topic will be “Medicine and Medical Reporting: Diagnos ing Conflict of Interest.” The lecture, part of Texas A&M’s Science and Technology Journalism Lecture Series, is sponsored by the Department of Journalism. Bankhead joined Medical World News magazine in 1983 as an articles editor and assistant managing editor, and was pro moted in 1988 to his present posi tion. He also served as a public in formation officer for the Univer sity of Texas Medical Branch in Galveston and as a writer-editor for Educational Information Services at A&M. The lecture is free and open to the public. Teach America recruiter targets problems Neeta Vallab, a recruiter for Teach America, will speak at 6:30 p.m. today in 206 MSC. “New Alternatives in Educa tion,” will be the focus of Vallab’s discussion, which will target prob lems in education and how col lege students can help combat those problems. As a recruiter for Teach Amer ica, Vallab oversees the recruit ment and selection of recent col lege graduates for teaching positions in rural and urban schools. The program is sponsored by the MSC’s Great Issues Commit tee. Military strategists to discuss nuclear threat “The New Nuclear Threat” will be discussed Tuesday by two of Texas A&M’s preeminent mili tary strategists. Dr. Ron Hatchett, associate di rector for programs at the Mosher Institute for Defense Studies, and Dr. Richard Thomas, director of the Texas Engineering Experiment Sta tion’s Center for Strategic Tech nology, will speak at 8:30 p.m. in 501 Rudder.
