Oil union officials blame explosion on lax policies WASHINGTON (AP) — The Phillips Petroleum Co.’s petrochemi cal complex near Houston, where at least 19 people were killed in an ex plosion and fire last month, was “a disaster waiting to happen,” a union official told a House committee Monday. Officials of the Oil, Chemical and Atomic Workers International Union blamed the Oct. 23 explosion partly on the use of sub-contractor maintenance crews at the huge com plex on the Houston Ship Channel in Pasadena. “We believe the evidence will show that this catastrophe was a di saster waiting to happen,” union vice president Robert E. Wages said. He told the House Government Operations subcommittee on em ployment and housing that a Phillips worker said one member of a sun- contractor crew on the day of the ex plosion could not speak English. Wages said Fish Engineering and Construction has been the primary maintenance subcontractor at the complex for several years, employ ing 225 workers to supplement about 145 maintenance craftsmen employed directly by Phillips. Wages said the Fish subcontract workers earn about 65 percent of a Phillips employee’s salary. Subcommittee Chairman Tom Lantos, D-Calif, questioned Phillips officials about the wisdom of using contract labor. “We are dealing with complexes of enormous potential danger as we have just seen two weeks ago, and in stead of trying to build a stable work force under one management, pro viding them with uniform procedures of training, evacuation, safety, etc., you’re sort of pulling in people through contracting outfits at a dollar savings, but potentially at a very high cost in human lives,” Lantos said. Glenn A. Cox, president and chief operating officer of the Bartlesville, Okla.-based company, said qualified contractors, however, do have a role in the chemical plants. But he said, “One of the key ques tions we have to address is how in fact work is assigned — who does work — to make certain there is not a compromise in safety in these fa cilities.” Wages said a preliminary investi gation has identified two other pri mary factors in the Phillips’ explo sion — an inadequate maintenance “lock-out” policy during work on live systems, and an “inherently flawed reactor design.” Other factors, he said, include pressure to keep up production rates, a flawed alarm and evacuation program, inadequate enforcement by the Occupational Safety and Health Administration and a lack of appropriate regulations. Gerard F. Scannell, assistant sec retary for OSHA, said the agency has conducted nine inspections.
