Of course, they’re closely su pervised.” Janie Velasquez, director of vol unteer services for the MHMR Au thority, speaks proudly about the success of the facility. “Black Jack was purchased specif ically for a mentally retarded resi dential facility,” she says. “Basically, it rooms 10 clients. Right now we have nine. I think it’s important for these clients to have such a relaxed atmosphere.” The two-story ranch house, situ ated on a sparsely wooded six-acre plot, has been expanded around the original log cabin. The interior walls of hare logs add to the rustic atmo sphere. Charlton grins when he talks about the pond, which is visible through the windows in the back of the house. “While the place was being re modeled last year,” he says, “we had a guy come out from (Texas) A&M with electronic gear to check our pond. We wanted to see if it should be restocked. He said it was one of the most well-stocked ponds he had checked in months. There are eight and 10-pound catfish in there.” For the $200 a month they pay to live at Black Jack, clients get total care, Velasquez says. “They get a room, supervision, medication; it’s like having every thing in one package,” she says, add ing that laundering equipment and transportation are provided. Proposals were filed by groups representing all corners of the state, including big cities and small cities. “They all believe they have quality sites and I believe that is true,” said Edward Bingler, executive director of the Texas National Research Lab oratory Commission, which will se lect a Texas site to propose to fed eral officials. “Texas is very fortunate . . . that we have a number of sites that are very high quality.” He said the commission could de cide to recommend more than one Texas site. The panel’s decision will be announced Aug. 3 and federal of ficials are scheduled to pick the site by July 1988. The supercollider will include a 52-mile tunnel that will be used for high-energy physics research. The project could create 4,500 construc tion jobs in the region that gets it. As the final proposals were filed Tuesday, the Texas House ap proved a proposed constitutional amendment allowing the sale of $500 million in general obligation bonds to cover expenses that"* be related to the project.
