Retarded adults
get shelter, work
at nearby facility
By Mark Figart
Reporter
What was once just a small log
cabin in a beautiful rural setting a
few miles east of Hearne now is the
Blackjack Ranch, a facility operated
by the Mental Health Mental Retar
dation Authority of Brazos Valley,
where nine mentally retarded adults
live and work together.
“They get along great,” says Boh
Charlton, unit director for the fa
cility. “They do the chores around
here. Of course, they’re closely su
pervised.”
Janie Velasquez, director of vol
unteer services for the MHMR Au
thority, speaks proudly about the
success of the facility.
“Black Jack was purchased specif
ically for a mentally retarded resi
dential facility,” she says. “Basically,
it rooms 10 clients. Right now we
have nine. I think it’s important for
these clients to have such a relaxed
atmosphere.”
The two-story ranch house, situ
ated on a sparsely wooded six-acre
plot, has been expanded around the
original log cabin. The interior walls
of hare logs add to the rustic atmo
sphere. Charlton grins when he talks
about the pond, which is visible
through the windows in the back of
the house.
“While the place was being re
modeled last year,” he says, “we had
a guy come out from (Texas) A&M
with electronic gear to check our
pond. We wanted to see if it should
be restocked. He said it was one of
the most well-stocked ponds he had
checked in months. There are eight
and 10-pound catfish in there.”
For the $200 a month they pay to
live at Black Jack, clients get total
care, Velasquez says.
“They get a room, supervision,
medication; it’s like having every
thing in one package,” she says, add
ing that laundering equipment and
transportation are provided.
To help clients with payments and
provide a sense of fulfillment,
Texas Department of Mental Ha
and Mental Retardation employ!:
clients at a workshop in Hen
where they manufacture goods
local businesses. Through itslaif
contract, with Price Barricade
Hearne, the workshop produce/
ters f or road signs used by theTc
Department of Highways andPo
Transportation.

Regional groups offe
final site proposals
for collider project
AUSTIN (AP) — More than a
dozen regional groups presented
their final pitches Tuesday to state
officials looking for the best place in
Texas for the muitibillion-dollar su
percollider project.
Proposals were filed by groups
representing all corners of the state,
including big cities and small cities.
“They all believe they have quality
sites and I believe that is true,” said
Edward Bingler, executive director
of the Texas National Research Lab
oratory Commission, which will se
lect a Texas site to propose to fed
eral officials. “Texas is very
fortunate . . . that we have a number
of sites that are very high quality.”
He said the commission could de
cide to recommend more than one
Texas site. The panel’s decision will
be announced Aug. 3 and federal of
ficials are scheduled to pick the site
by July 1988.
The supercollider will include a
52-mile tunnel that will be used for
high-energy physics research. The
project could create 4,500 construc
tion jobs in the region that gets it.
As the final proposals were filed
Tuesday, the Texas House ap
proved a proposed constitutional
amendment allowing the sale of
$500 million in general obligation
bonds to cover expenses that"*
be related to the project. The|
posed amendment now goes")
Senate, where approval wouldf !
on i he November general ele®
ballot.
Rep. AI Luna, D-Houston,said
think that this bonding authoni’
going to be the backbone of the?
posal that Texas submits to the
partment of Energy.”
Fourteen proposals were
milled to the Texas National
search Laboratory Conimis> ;
shortly before the deadline.
A South Texas group, whick
eludes Nueces and Klebergcoi*
and surrounding areas, said
most significant feature of its
sal was a possible donation of
from owners of the King and f
man ranches.
The group is proposing asit e!
of Kingsville and south of (M
Christi.
Assembling the South Texas
was made easier by inforn^
about the area that was gall"
when Corpus Christi bid for a'
homeport, Steve Altman, g (
president, said.
“There’s more known about
land than anywhere else in
state,” Altman said.
