Forecasters at the National Hurri cane Center said the disturbance, moving toward the west northwest at 15 mph, could turn into the Atlantic- Caribbean’s First tropical storm of the season. If so, it would be named Arthur. “Although conditions are not fa vorable for any rapid increase in strength, a tropical depression could form at any time,” said forecaster Robert Sheets. “Furthermore, only a slight increase in wind speed would bring the system to tropical storm strength.” Counterclockwise circulation of the 35 mph winds would upgrade the disturbance to a tropical depres sion and a corresponding increase in sustained winds to at least 39 mph would signal the season’s first named tropical storm. “There are no immediate threats to any land areas at this time. Air Force reconnaissance aircraft will continue to closely monitor this sys tem,” the hurricane center said. Mother hopes for custody of local child due to ruling Slouch By Jim Earle “The bad news is, I’m still in the process of registering. The good news is, I’ve become acquainted with most of the secretaries, all my ad visors, and all of the people in the Pavilon.” urchase one tt. 1 set. The child, Melanie Sidoti, has lived with her father in Bryan for two years. Hillsborough County Circuit Judge Manuel Menendez Jr. heard argu ments from both sides but reserved ruling. He did not indicate when a decision would be made. Linda Sidoti Palmore asked Me nendez to Find her former husband Anthony Sidoti in contempt of court for taking the couple’s daughter Melanie to Texas with him in viola tion of a court order. Sidoti’s lawyers argued the child has a stable home life in Bryan, where she attends school. It would disrupt her life considerably if she is forced to move, they said. When the couple divorced, the mother was awarded custody of Mel anie. Sidoti filed a petition to gain custody when his ex-wife began liv ing with Clarence Palmore, a black man she later married. In March 1983, Sidoti was awarded custody of the child under a court order that prohibited both arents from taking Melanie out of lorida. Palmore appealed the decision, but a Florida appellate court upheld the custody order and Sidoti, who had moved to Texas, took Melanie to live with him. Mrs. Palmore then took the case to the Supreme Court, which ruled April 25 that race should not have been a factor in the decision.
