In announcing extension of the emergency program, Secretary John Block said some farmers and ranch ers still need extra livestock feed be cause they have not harvested this year’s feed crop or because they are still experiencing drought. When the program went into ef fect last year, after the worst drought in a half century, roughly 27 million bushels of government supplies of low-grade corn were made available to the livestock pro ducers. About 6 million bushels re main to be sold. So far, 6.6 million bushels of the low-grade corn has gone to produc ers in Texas, 4.4 million to Missouri, 3.8 million to Iowa and 1.5 million to Illinois. Eligibility was restricted to pro ducers in counties with disaster des ignations. But even though some designations will expire Sept. 5, farmers and ranchers will still be able to buy the low-cost corn. The bulk of the corn is kept in Texas, Nebraska, Minnesota, North Dakota and South Dakota. To be eligible for the corn sold at a discount price, producers must show that their feed production is inadequate to maintain livestock and poultry over the next three months. Inc Parents receive $1000 fine after not testifying United Press International HOUSTON —The father and stepmother of a 17-year-old accused of shooting a female postal worker were found in contempt and or dered jailed Tuesday for refusing to testify to a grand jury investigating the slaying. The couple’s son, David Port, is charged with murder in the June 7 killing of letter carrier Debora Sue Schatz. He is free on $20,000 bond. District Court Judge I.D. McMas- ter granted a defense motion to al low Bernard and Odette Port to re main in “constructive custody” in the courtroom while attorney Randy Schaffer filed a request for bond with the Texas Court of Criminal Appeals in Austin. McMaster also fined the Ports $500 each and ordered them held until they agree to testify. The ap- C eals court was expected to grant ond quickly. If the court refused, the couple would be sent to jail. In addition to asking for the cou ple’s immediate release, defense at torneys planned to ask the appeals court to consider several other issues when it returns from vacation in mid-September. Schaf fer said he wants the appeals court to rule on whether the Ports can claim a parent-child privilege and a husband-wife privilege in re fusing to testify. He also contends the scope of the grand jury’s ques tions were too broad. The defense attorney contends the prosecution is wrongly trying to use the grand jury investigation to gain insight on defense tactics. However, prosecuting attorneys said the couple’s testimony is crucial to their case. “They have facts and information they have previously told police that they was Killed.
