The proposal would lower the price support level of dairy products by $1.50 per hundred weight in the first month follow ing legislation with a second, 50 cent reduction in March 1985. In opening remarks to the Grange’s week-long national convention, Anderson said the purpose of the federal farm program is to maintain a reason able level of price support on the major crops and assist in financ ing a reserve supply to fill domestic needs and export com mitments. “Due to variables involved in growing food it is necessary to plan to harvest enough each year to supply our annual needs and build a reserve for future use,” Anderson said. “Maintaining an adequate re serve means having an over supply and this reduces the far mers’ ability to get a reasonable E rice for his goods in the mar- etplace,” he said. Citing over-production in feed grains, wheat, cotton and rice, Anderson praised the PIK program, which aimed at reduc ing stockpiles and raising prices by giving grain and cotton re serves back to producers. The 1983 PIK program will lower farm program costs in 1984 and 1985 due to expected small deficiency payments and lower grain storage costs, he said.
