Garcia of Harlingen said representatives of the Sandanis- ta regime of Nicaragua and a spokesman for the revolution ary front in El Salvador are among speakers for the confer ence set for Thursday through Saturday at Pan American Uni versity in Edinburg. BThe speakers will include Arnoldo Ramos, the U.S. repre sentative of the Democratic Re volutionary Front which is trying to overthrow the govern ment in El Salvador; Mariano Barahona, a supreme court jus tice and president of the Asso ciation of Democratic Jurists of Nicaragua, and Humberto Obregon, vice president of the Nicaraguan judges association. At a news conference Tues day, Garcia said that the U.S. government has given a dis torted view of its role in Central ‘The U.S. govern ment has given a dis torted view of its role in Central America.’ America. “We feel the people there have a right to self- determination,” she said. “Dissension, war and econo mic hardship have developed to such an intolerable level in most Central American countries that many thousands of people have fled their homelands,” the spon soring groups said in a state ment. “They are refugees from the grief and despair created by the governments of El Salvador, Guatemala and Honduras — with the direct military interven tion of the United States. Other speakers will include Mario Obledo, the national president of the League of Un ited Latin American Citizens, and attorneys who represent Central Americans being held at an alien detention facility near the Texas-Mexico border for illegally entering the United States. Among purposes announced for the conference is “to voice the opposition of the Hispanic community to U.S. intervention in Central America.” Garcia and Jim McCloud, president of the Valley Inter- Religious Task Force on Central America, both contended Tues day that the U.S. government is using a false threat of spreading Marxism as a “smokescreen” for intervention in Central America. “It’s (Russian presence in Central American) a crock,” said McCloud, who recently re turned from a visit to Nicaragua. “The Soviets have put forth a minimal investment in Central America for all the paranoia it’s caused in our government. “The Soviet Union would not go to war over Nicaragua or send troops to Nicaragua,” he said. BURGLARY: • A Clarion AM/FM cassette stereo and a digital clock were stolen from a 1976 silver Pontiac Trans Am. The vehicle was parked in the student lot west of Wofford Cain Pool. OTHER: • University Police found a pistol while taking inventory of a vehicle before towing it. The police gave the owner a warning and secured the pistol in the police department gun room. • University Police found a switch-blade knife while taking inventory of a 1980 Chevrolet station wagon before towing it. U.S. District Judge James DeAnda ordered 10 years in prison and $12,000 in fines for former San Jacinto County Sheriff lames C. “Humpy” Par ker, 47. DeAnda also sentenced Par ker’s former deputy, Carl Lee, 63, to four years in prison fol lowed by five years probation, and former deputy John Glover, 65, two years in prison- A six-man, six-woman jury Sept. 13 convicted the three of conspiracy and civil rights viola tions in the water torture of six prisoners at the San Jacinto County jail in Coldspring, 80 miles northeast of Houston, from 1976 to 1980. Victims of the torture testi fied they were handcuffed, had towels draped over their faces and water poured on the towels to force them to confess. They said it felt like drowning. Another former deputy, Floyd Baker, 40, started trial with Parker, Glover and Lee, but surprised his co-defendants by testifying torture took place. His trial was severed from the others and was still pending. After being convicted on the water-torture charges, Parker was indicted again Oct. 4 with his 24-year-old son, Gary Parker, a former reserve deputy, and three other men on charges of violating the civil rights ot motorists. Both Parkers were named in all seven counts of the new in dictment alleging deputies dam aged cars to justify stops, con ducted roadside strip searches of men and women and kept drugs, guns and other property taken from motorists. The indictment charged they stopped motorists who were black, looked like “hippies” or had bumper stickers from Houston and Shreveport, La. rock music radio stations.
