Page 16/The Battalion/Wednesday, October 12,1983 Mexico creates capital agency United Press International CANCUN — The Mexican government announced Tues day the creation of a new foreign investment agency as part of its efforts to attract badly needed foreign capital to ease the coun try’s debt problems. Adolfo Hegewisch, Com merce Ministry Foreign Invest ment director, told a business seminar in the Caribbean resort of Cancun that a new assistant ministry for foreign investment in the Commerce Ministry will be created from the foreign in vestment office. Hegewisch said the agency will promote foreign investment and seek to offset the high con centration of U.S. capital in Mexico, which accounts for 68 percent — nearly $12 million — of all outside investment. “Mexico will not assume a de fensive attitude with respect to foreign investment, but will promote it actively,” Hegewisch said. He said it is convenient to diversify investments to attract more European capital. Hege wisch noted that foreign invest ment represents only 4.3 per cent of total investment. The government later announced that Hegewisch would head the new assistant ministry as deputy minister for foreign investment. Mexico, with a foreign debt of $85 billion, recently re-financed some $20 billion in debts and needs new sources of dollars to promote its development. U.S. businessmen attending the Cancun seminar on “How to do Business in Mexico,” spon sored by Fortune magazine, asked authorities for a detailed explanation of foreign invest ment rules. George S. Baeder, vice presi dent of Xerox for Latin Amer ica, said American businessmen are interested in doing business in Mexico, but need to learn more about the recent relaxa tion of regulations about invest ment. A foreign investment law pas sed in the 1970s limits foreign capital to no more than 49 per cent of the holdings in any ven ture. Earlier this year, the administra tion of President Miguel de la Madrid said the law will be re laxed to allow foreigners to in vest as majority owners, although the law will not be changed. The suspect, Benita Smith, 24, was arrested by Floyd Coun ty police and a Galveston investi gator on charges of kidnapping and being a fugitive. Authorities said Ms. Smith has lived in Rome the past 10 months. Ms. Smith was being held at the Floyd County jail awaiting extradition to Texas, officials said. Police said the suspect abducted Christina Lynn Lewis Haynes from the maternity ward at John Sealy Hospital in Galveston on July 13, 1982.
