Required United Press International An estimated 20,000 people who found the prospect of another day of unemployment more bitter than the 17-degree cold gathered at a plant in Wis consin to sign up for 200jobs. In California, a new tent city sprouted and economic hard times fueled campaigns for the indigent nationwide. James McEntee, di rector of the Santa Clara Countv Human Relations Commission, said officials are seeking alterna tives to eviction. “Obviously we can’t let them stay there,” he said. “The biggest f iroblem is health.
