Bockmon says. I The Texas Department of Highways and Public Transpor- jation proposed the plans to im- !tove Holleman Drive. The project involves turning Holleman Drive into a four-lane sltreet between Winding Road and Wellborn Road. The ' '-ifch.inge will allow traffic to travel - n y ou P-WKsily between Wellborn Road Texas Avenue, he said, ose yourisB Bockmon said the portion of Holleman Drive from Texas to Winding Road Pteady has two lanes with bicy- de routes and parking space on both sides. However, the por- jjpn between Winding Road and Wellborn Road is in need of im- ose yourioK Thebocll -Ho ilightdi Averuie provements. Jersey Street and Southwest Parkway are the only well- constructed roads that connect Texas Avenue and Wellborn Road south of Texas A&M Uni versity, he said. The improve ments on Holleman Drive will add a third route for traffic. Maleck Construction Co. Inc. is scheduled to begin construc tion soon, and should have the job completed by September, Bockmon said. “They have been given 125 working days to complete the job. However, utility adjust ments must be made before the construction can begin,” he said. The City of College Station is making the adjustments, which include re-arranging gas, water, sewer, cable and telephone lines, Bockmon said. He said the Federal Highway Administration designated the project as vital for public trans portation, and therefore the federal government will help pay the $496,648 construction costs. College Station will pay for part of the project, including funds for drainage, curb and gutter work, Bockmon said. “Normally when road con struction begins, a detour is routed for the traffic to continue while the work is done in half sections. However, because the right of way is extremely nar row, and for road re-alignment purposes, a section of Holleman Drive will be closed during the construction,” Bockmon said. The barricade will begin at the intersection of Holleman and Wellborn and will extend approximately 1,000 feet on Holleman Drive. The barricade will remain until drainage and pavement structure have been completed, he said. Jjp to 30% of jailed youths omeday return, study says United Press International \USTIN — A Texas Youth uncil study indicates that up 30 percent of the youths sent W Texas reform schools even- ti|llv wind up in the adult pris on system, but the study also njtes that its information was iifprecise. 9 TYC officials cautioned that the information was based on in- tafviews with inmates in the Ipas Department of Correc tions and there is a lack of access to records to make confirma tions. I “This figure (30 percent) should be used with extreme caution since much of the data is [sed on results of inmate re- irts at the time of TDC admis sion and self-reported data is often open to error,” TDC spokesman Adrian Moore said. During fiscal 1981, 535 of C’s newly -imprisoned in mates between the ages of 16 21 voluntarily admitted y had previously been incar lrated in a juvenile facility, ^ a Moore said. k/J E TYC later confirmed that 458 ijll I of the inmates had been in juve- nile lacilities. ■ Moore said if the number re- 'fnained constant over the past five years, the reincarceration rate may be about 30 percent. ^.JBTYC also is limited in making an exact determination of the rate because it only has access to juvenile records while a person is between the age of 16 and 21. |That age groups represents only 15 percent of the prison popula tion.
