Clements met privately with Lt. Gov. William r. Hobby and Speaker Bill Clayton for about 90 minutes Monday, then announced they had agreed unanimously that a special ses sion was necessary. “We’ve had an interesting meeting with much discussion, and I think we’ve probably cons idered all the alternatives and all our options,” the governor said. The decision to call the ses sion was prompted by the June 2 trial date of a suit filed by Mid western University challenging the Legislature’s 1979 attempt to abolish the state property tax by law rather than by constitu tional amendment. The Legislature at that time reduced the assessment ratio to virtually zero. Before the law was enacted, Midwestern and other state colleges outside the University of Texas and Texas A&M University systems had re lied on revenue from the tax to support construction programs. Most state officials agree that the state probably will lose the suit, and the state tax will be reinstated.
