The investigators made their atements Tuesday during a udear Regulatory Commis- on licensing board hearing. One of the inspectors said at since the company was ned $100,000 by the NRC in April 1980 for construction and quality control violations, HL&:P has been extremely cooperative and responsive. “I think they’re in a stronger position now, having more ex pertise, than they were at first,” senior NRC inspector William A. Crossman said. “They have gained tremendously in exper tise.” Another witness said the pro ject, located near Bay City, lias been “tested more (for concrete, welds and other work) than I’ve ever seen done at a nuclear site.” H. Shannon Phillips said he was the former resident inspector at the project. The inspectors said, however, the project had accumulated 14 additional violations for non- compliance since the 1980 fine. Six of the violations were for HL&P’s failure to follow proce dures at the $4.8 billion half- completed project. Four others were for failure to respond prompty to require ments and the others were for various other reasons, the in spectors said. ‘Do me a favor.
