Don Cavness, coordinator of the Sound Financial Management Committee for Texas, said Amendment 3 on the Nov. 3 ballot would authorize the committee to allocate federal block grants when the Legislature is not in session. The governor, lieutenant gov ernor, the speaker, two senators and two representatives would sit on the committee. “The Legislature has chosen to delegate to this committee the power to handle funds during the interim and save the cost of special sessions when emergencies arise,” Cavness said. Paul Wrotenbery, head of the governor’s office of budget and planning, said the federal govern ment is giving states block grants and allowing the states to decide for themselves where to spend the money. He said the committee created by the amendment would have the authority to decide, when the Legislature is not ses sion, how to spend those federal funds. The Citizens Against Water Taxes, an organization campaign ing against a constitutional amendment creating a water trust fund with half of the state’s surplus revenue issued a statement Friday criticizing proponents of the prop osition for using state funds to push the amendment.
