Trade Representative Reubin Askew said Monday the administration is opposed to import controls on Japanese cars. He said even discus sing with Japan the possibility of voluntary restraints would violate antitrust laws. Askew said that artificially holding down the level of Japanese imports, now running at about 22 percent of U.S. auto sales, would increase prices to American consumers and frustrate the national effort to save gasoline.
