The subcommittee Wednesday refused to approve funds for a reg istration program that would begin prior to a mobilization order by the president. The panel agreed only to provide enough money for a standby registration system. Wright called the subcommittee’s vote “unrepresentative” of the feel ing in the full committee and in the House. “I have every confidence that funding for registering males will be approved next week by the full appropriations committee,” the Texas Democrat said.
