Suit challenges Texas law United Press International WASHINGTON — If the Senate goes along with the House, consum ers nationwide will be able to earn interest on money in their checking accounts. The House Tuesday voted, 367- 39, to allow the practice — which has been done experimentally in New York and New England — to be in troduced in the other 43 states. It would allow banks, credit un ions and savings associations to pay the interest. Congress must act by Dec. 31 under a court order that said such accounts are illegal unless spec ifically authorized by lawmakers. The American Civil Liberties Union Tuesday added the “J ane Doe” case to an earlier suit filed on behalf of “Jane Woe.” The ACLU suit attacked the guar dianship laws as generally uncon stitutional, alleging that a judge may issue temporary guardianship with out holding a hearing, without re ceiving any evidence, without giving notice to the person for whom guar dianship is sought and without the person being represented by a lawyer. Harris County Probate Judge Bill Bear last week granted Eileen Brady guardianship of the Jane Doe fetus. ACLU lawyer Matthew Horowitz said the abortion information office was operated by a so-called right-to- life group and identified Brady as an anti-abortionist. After receiving guardianship of the fetus, Brady filed suit before state District Judge William Kilgar- lin seeking to stop Jane Doe, who is 10 weeks pregnant, from having an abortion. College — Bryan United Press International OKLAHOMA CITY — An admit ted bank robber Tuesday told a fed eral judge he was encouraged to pull the heist by an recent article in Time magazine. Richard Lynn Snow, 30, told U.S. District Judge Ralph Thompson he read an article that said bank tellers “always give you the money” when threatened with physical harm. He was apparently convinced by the article and walked unarmed into Founders Bank and Trust Co. last week. He walked away from the bank with $3,613 after passing a threatening note to a teller. He told the judge he wants to pay back the bank, but only had $870 from the robbery. Snow reportedly bought about $1,500 in stereo equipment and a camera soon after the robbery.
