White House aides indicate. The clam-up has been apparent since Carter’s recent meeting with his Cabinet and top White House advisers at Camp David where they all took stock of the administration after 15 months in office. Carter himself has been keeping a lower profile with fewer off-the-cuff remarks. Rejecting the new attitude. Sec retary of State Cyrus Vance told re porters at the White House Monday he had decided on a new course of quiet diplomacy. While announcing that some “progress” had been made in negotiations with the Soviet leaders on an arms limitation treaty, Vance declined to give reporters any de tails. “On my first trip to Moscow,’ he said, “I spoke frequently on the is sues. A year later, I am convinced that the way we handled it this time ... is preferable.’’ As a result of Carter’s admonition about “leaks,” the administration is increasingly speaking with one voice — and the voice is Powell’s. Anchorage, Alaska 99510 Fatal gas leak study due soon United Press International OKLAHOMA CITY — Five gov ernment agencies entered an inves tigation Tuesday of the natural gas leak that killed three workers and injured a fourth in a shopping center parking lot. Gas apparently leaked around the edges of a temporary plug of a pipeline in a manhole cavern, caus ing the deaths and injury to the Oklahoma Natural Gas Co. workers Monday, ONG spokesman Fred Davis said. Two workers were in the 8-foot- deep cavern when the gas began roaring out of the pipeline and three others went down to try to rescue them, but were overcome, officials isaid. One of the workers was re vived at the scene. Agencies conducting investiga tions were the Occupational Safety and Health Administration, the U.S. Transportation Department’s Office of Pipeline Safety, the state Office of Pipeline Safety, the State Labor Department and the State Corporation Commission. Davis said it was unusual for manhole caverns to be as deep as 8 feet, the depth of two caverns built by the shopping center where the accident occurred. Usually, the caverns are only 4 to 5 feet deep, he said. He added that with the more shal low holes “there’s a chance for bet ter ventilation. He also said it was unusual for such a plug to be used in the man ner it was. The workers were restoring gas service to the shopping center — a routine job — when the gas leak oc curred, Davis said. “We don’t know why, in this in stance, there was a leak from the plug,” Davis said.
