Justice Potter Stewart wrote for Ithe majority that Congress made clear “a seniority system is not un lawful because it honors employes’ existing rights, even where the em ployer has engaged in pre-act dis criminatory hiring or promotion practices.” The intent was not to “destroy or water down” these rights, he said. Duplexes, according to the latest [figures, are becoming more popular [with Texans. Research economists Dr. Arthur [Wright and Tom Coen say the [number of duplexes built in the [state has jumped 88 percent be tween 1975 and 1976. The 2,425 [new units were an increase of 95 [percent over 1974. Wright and [Goen work for the Texas Real Estate [Research Center at Texas A&M. The TRERC researchers point [out in a new publication, “Consid- [erations in Duplex Investment,” [that 11 of the state’s 25 metropolitan [areas had an increase in duplex con- [struction of 50 percent or more be tween 1975 and 1976. A number of conditions contrib- [uted to this increased interest in [duplex housing, they say. The lower [cost of duplex construction makes it fordable for many young couples. renting half the duplex, they can [reduce their shelter cost, and enjoy nany of the benefits of home own ership. The parent with a child in college or recently married can minimize the housing cost of a son or daughter for a few years. “Duplexes offer a far less crowded lifestyle than apartment com plexes,” Wright and Goen said. “In creased privacy and freedom add greatly to the attraction of a duplex home. It is frequently considered the next best thing to a single-family home.” Real estate investors see duplex homes an investment vehicle and tax shelter. Tax advantages and financial conditions encourage a great deal of construction which would not be financially feasible. Wright and Goen said that the handyman investor can further enhance returns by managing and maintaining such a property in his spare time. However, many people are buy ing or building duplexes today without knowing what their real goals for the duplex are, how well the duplex will satisfy their needs, normal operating costs and reve nues to expect or how to analyze the duplex’s financial capabilities goals. system adhered to by the Teamsters union and T. In another major labor ruling, the court held 8 to 0 in an Ohio case that neither federal law nor the Con stitution prevents a state from deny ing jobless compensation to a worker laid off because of a strike elsewhere. The justices also struck down 5 to 4 an East Cleveland, Ohio, zoning ordinance restricting the number of relatives and grandchildren who can live in a single-family home. The law was challenged as being a device to keep large black families out of certain residential areas. The court also accepted for argu ment next term a Georgia case deal ing with the rights of juveniles whose parents want to commit them to a mental institution. In an expected action, the court refused to stay the jail sentences of former Attorney General John Mitchell and ex-White House Aide H. R. Hal deman. The two want to ask for reconsideration of their ap peal turned down a week ago.
