David Holtkamp of the Univer sity ofTexas at Austin was advised to come back Wednesday if he had something “disastrous” to tell. Senate committee members ap proved seven appointees by Gov. Dolph Briscoe after extensive ques tioning, then quit as the Senate was going into session. Holtkamp told newsmen that Harold Herndon of San Antonio and Mrs. Jess Hay of Dallas, wife of one of Briscoe’s major fundraisers, especially “appear to be grossly un qualified and disinterested — they are unaware of many of the prob lems that are crucial for the univer sities in our state.” Holtkamp repeatedly shook his By their own admission, he said, the appointees “are entirely ignor ant of what universities are or how they are run — it seems as if their appointments are for political con sideration and not for any qualifica tion.” Although Holtkamp had filed a card to testify, Sen. Mike McKin non, D-Corpus Christi, permitted the joint meeting of the education and nominations committees to vote without hearing from Holtkamp. Holtkamp talked to Sen. Jack Ogg, D-Houston, and Ogg said McKinnon simply had “forgot about him. But if he has something disas trous to say, we can hear it tomor- McKinnon confirmed that Holt kamp could testify Wednesday, even though the appointees to the board have been approved. Mrs. Hay was asked by Ogg about any potential financial conflicts of interest, and she said, “I don’t even know what we have.” On another occasion, she said, “I’m not sure. He keeps the bank account.” Ford Albritton Jr. of Bryan, another appointee, admitted that he had contributed up to $9,000 to Briscoe’s past two campaigns, but he indicated he did not think there was any connection between the donations and his appointment. Tony Bonilla noted that Briscoe had appointed him to the board even though “I didn’t even support him” for governor. “The governor never says to us, 1 want this or I want that.’ He just asks for information,” said Mrs. Hay. The miniskirted jurist has also been accused of willful misconduct, to wit: hearing court cases while a pet Chihuahua nestled in her lap and keeping a mechanical canary which chirped away from her pink- trimmed chambers. The ouster of Municipal Court Judge Noel Cannon was recom mended Monday by the state Commission on Judicial Qualifica tions. Cannon said she would have no comment on the recommendation. With the presentation of charges to the California Supreme Court here, the 48-year-old judge was immediately disqualified from hear ing cases until the issue is settled. The commission found that Can non had on 15 occasions engaged in willful misconduct in office and had 10 times acted with prejudicial con duct that brought the judicial office into disrepute. Nine other charges were dismissed. The commission said Cannon, a Stanford Law School graduate ap pointed to the bench by former Gov. Edmund G. Brown in 1963, made special arrangements to have bailiffs immediately whisk away lawyers she might find in contempt. The policeman who drew her wrath was Officer Richard G. Fagin, a motorcycle cop who reprimanded the judge for honking her horn re peatedly at a motorist stopped in front of her. Ligon on Monroe got his refund within seven days. “It really was astonishing,” he said. The list could go on and on. State Tax Collector Joseph N. Traigle said in an interview here that more than 200,000 taxpayers already have got back refunds within 10 days filing their returns. Traigle, at 32 one of the youngest top officials in government, took of fice in 1972 and vowed to reorganize a Revenue Department that was so archaic he ranked it as an antique. Traigle has streamlined, consoli dated, installed $1.5 million worth of computer equipment and set up machines for assembly line-style processing at his office in Baton Rouge, the capital. The operation has such things as color-coded envelopes, and there are three audits of tax returns and a daily mailing of refunds. This year about 40 per cent have been caught as wrong — mostly because the filer claimed too low a refund.
