PROVIDENT MUTUAl ==a== LIFE INSURANCE COMPANY PHIL AOELPHIA Summer jobs scarce for foreign students It s getting tougher for foreign students to get summer work in this country while they are in school, according to a report by the Inter collegiate Press Bureau (IPB). The Immigration and Naturaliza tion Service began last summer en forcing a tougher policy regarding summer work permits. Fears brought on by rising unemployment prompted the crackdown on foreign student workers in the United States. Prior to last summer, foreign stu dent advisers on each campus could use their discretion about foreign applicants for work permits. Now only the INS can grant such per mits, the IPB report says. Foreign students caught working without the permit are notified that they must leave the country. Forrest Moore, director of the In ternational Student Affairs Office at the University of Minnesota, calls the INS “the prosecutor, judge and jury in these cases, but the student can appeal a decision. This usually brings about a postponement which allows the studnet to complete the current school year, but often means returning home without the degrea he came to get. The 63-year-old president of the University of Chicago succeeds Wil liam B. Saxbe, who was sworn in Monday as ambassador to India. Levi probably will be sworn into of fice in a ceremony Friday at the White House, Justice Department officials said. Despite initial dismay from some conservative senators, Ford’s first Cabinet nominee encountered no serious opposition during three days of Senate Judiciary Committee hearings. As Sen. Strom Thur mond, R.S.C., put it: “Eve been investigating you, and the more I investigate, the better you look.” During the hearings, liberal senators pressed Levi for his posi tions on enforcing antitrust laws against business monopolies and pfie'e-fixirtg practices, the death penalty, gun control laws, as well as FBI wiretapping and surveillance practices. On many questions, Levi refused to give firm commitments about the policies he will follow as head of the Justice Department. After six months, the effects of the world’s second largest oil spill are still felt on the environment of the Straits of Magellan. Dr. Roy Hann, head of the TAMU environmental engineering division, has just returned from a trip to the area. He said the spill missed the “Los Pinguinos ’ Na tional Park which serves as a major nesting ground for tens of thousands of penguins. The supertanker “Metula” went aground Aug. 9, 1974, and much of the 51,500 tons of crude oil and an undetermined amount of Bunker-C fuel which was spilled has washed ashore on 75 to 100 miles of shore line. This was the first time a super tanker of the Very Large Crude Carrier (VLCC) class had run ag round. The ship now sits near Rio de Janeiro awaiting a decision to repair or scrap it. “Oil remains on the Strait of Magellan beaches long after the hulk of the ‘Metula’ has gone, ’ said Hann. “Limpets, juvenile muscles, and small crustaceans and other or ganisms that are in the region have disappeared from the oiled beaches.’’ The effects of this spill will still be observable in five to ten years,” he predicted. “We found pools of oil 6 to 8 inches deep were observed in estuary channels up to a mile in land. Oil has seeped into beaches to a depth of a foot and covered inter tidal areas from a few feet in width to about one-third mile with an asphalt like coating. This so-called Mues- secrete causes the broad tidal flats to look like an airport parking apron. Fire damages Bryan store A fire was discovered in a shoe storeroom at Conway and Co. on E. 26th Street in Bryan early today, when two Bryan policemen, M.A. Ricketson and Ronnie Elkins, smel led smoke as they drove down Tabor Street.
