W. M. Saslow, first vice presi dent, explained a survey prepared by The League of Women Voters of Brazos County concerning the jail. Among the inadequacies noted, the survey stated that lighting in all cells consists of one light bulb; juvenile cells are “quite small” and have no daylight; and there are no physical exercise facilities outside the cells. In addition, there is no prisoner rehabilitation program; no posting of jail rules; and no medical treat ment provided in the jail, according to the survey. Food costs are approximately $1,300-$!,500 per month, the sur vey stated. Maslow said, “With a little addition and multiplication, this comes out to 50 cents a day for two meals per prisoner.” He said only beans and vegetables are served at lunch, except for stew on Wednesday and chicken on Sunday. Dr. John Kagel, BCLU presi dent, said the union is waiting to take possible legal action until the federal courts and Supreme Court come out with set rulings on similar prison reform issues. Also speaking at the meeting was attorney Stan Schneider, a member of the Staff Council for Inmates at the Texas Department of Correc tions in Huntsville. Schneider dis cussed civil rights cases he has worked on while in Huntsville. The cases were not related to the Car rasco incident over the summer. The Texas Mid-Continent Oil & Gas Association called for retention of the depletion allowance, decon trol of natural gas wellhead prices, and the elimination of price controls on crude oil and petroleum pro ducts. Resolutions adopted by the trade group that represents about 90 per cent of all segments of the Texas oil and gas industry said such actions are essential for the development of new domestic supplies. The depletion allowance resolu tion said a proposal by the House ANDRE’S BIKE SHOP COLLEGE STATION 305 University Drive 846-0951 Ways and Means Committee to phase out the allowance would stifle activities of all producers. It added that the domestic industry’s position has been weakened by reports members of Congress and the administration have offered such political alterna tives as tying abolition of depletion to removal of price controls and at tempting to permit percentage de pletion for some segments of the in dustry and denying it to others. Describing such offers as an at tempt to divide the industry, the resolution also said such offers jeopardize the sound principle of taxation that prevents the taxing of capital as income. The Texas operators said federal price controls on about two-thirds of the State’s crude oil production are forcing the state to subsidize the energy needs of much of the nation. Prices for production from most old oil wells are frozen at $5.25 a barrel. “The present system of price con trols discriminates against domestic oil producers and royalty owners in a plan that allows members of the Organization of Petroleum Export ing Countries to enjoy prices which are denied to those who work and invest in U. S. oil ventures,” the oil price controls resolution said. President Ford was commended for his support of de-control of wel lhead prices of natural gas sold into interstate commerce.
