Chairman V. G. Stover an nounced at the panel meeting Wednesday that W. H. Thames will chair a subcommittee on University Motorvehicle Regulations. Current regulations will be re viewed and revisions will be drafted by mid-January, 1975. The policy concerning the issuing of duplicate parking permits is one of the areas to be considered for revision. The subcommittee was asked to study parking needs for the hand icapped, the need for and utilization of short-term and visitor parking facilities. Metered parking was proposed for short-term parking, but R. L. Melcher from the Office of the Vice President for Student Services re ported that meters are often utilized by persons who should not be using them. An alternate proposal of hourly rates in specified parking areas was put forth. A subcommittee chaired by Chris Lawson will study the inadequacies of motorcycle parking facilities. D. L. Woods of the Texas Trans portation Institute moved that the area adjacent to the hyd romechanics lab be opened to motorcycle parking. After some dis cussion and arguments about high noise levels and the possibilities of problems caused by a sidewalk bet ween the area and the street, the motion passed unanimously. University Police Chief O. L. Luther proposed entrance to the area via parking lot 57. A ramp over German youth set model for amnesty BONN, Germany (AP) — West German conscientious objectors care for the ill and handicapped, work in ambulances and rescue ser vices and protect the environment in a project that could serve as a model for President Ford s amnesty program. “Most West Germans believe that as long as there is a draft, there must be equality of service for all young men,” said Manfred Harrer of the West German Labor Minis try, which administers the con scientious objector program in- ROTC Rangers meet Mondays fitness, training Rudder’s Rangers, an Army ROTC organization is a volunteer organization for cadets interested in the Army’s Airborne and Ranger program. About 30,000 West German youths will avoid the draft this year by establishing their status as con scientious objectors. To substitute for military service, they will be as signed by the Bonn government to 16 months of civilian service duties, compared with 15 months served by military recruits. Their starting pay is about $2 a day plus meals. Many will have to finance their own living quarters. Otherwise, they receive the same welfare benefits as army recruits. Like the Ford proposal, the West German civilian service program has provoked controversy. There is grumbling from conscientious ob jectors about low pay and being forced to serve one month longer than soldiers in menial, make-work assignments. Increases in the number of bicy cles on campus prompted the panel to appoint a subcommittee to study the need for additional bicycle facilities and review current regula tions. Mary Ellen Martin was named chairwoman of the subcommittee. Conflicts between bicycles and pedestrian traffic were cited as being particularly acute near the library. Stover asked the subcom mittee to review the regulations concerning operation of bicycles in the mall areas and on the sidewalks. Nomination postponed till election WASHINGTON (AP) — Senate action on Nelson A. Rockefeller’s nomination to be vice president was postponed Wednesday until after the Nov. 5 elections. Chairman Howard W. Cannon, D-Nev., announced the delay, say ing it would be impossible for the Senate Rules Committee to submit its recommendation on the nomina tion until Congress meets in a post election session. He told the Senate the post ponement stems from the inability of the Joint Committee on Internal Revenue Taxation to report on Rockefeller’s tax returns and other financial records cannot be com pleted before Oct. 18. The Senate is scheduled to recess for the elections on Oct. 11. Senate Republican Whip Robert P. Griffin said Cannon’s announce ment was very disappointing.
