Prins testified at the start of learings by a subcommittee on lleged corruption in the SBA. He aid that the White House on sev eral occasions put pressure on the ency to grant loans to favored jusinessmen. The bulk of Prins’ testimony covered the Richmond SBA of- ice where he said more than $11.7 million in loans and lease guar antees went to businesses connect ed to Joseph C. Palumbo of Char lottesville, Va., brother-in-law of the director, Thomas Regan, who has been suspended. Palumbo could not be reached for comment. Regan has denied any wrongdoing. Prins also told the small busi ness subcommittee, that he has done preliminary investigations into SBA offices in 21 other cities Asked the extent of criminal offenses, Prins said “We know there is criminal involvement in some of the other SBA offices. I can't say now how widespread it but it runs the gamut from bribes to mismanagement to in- lividuals who set themselves up as SBA loan processors, particul arly with minorities.” Prins said the White House in tervened on behalf of Bennie Mc Rae, a former professional foot ball player who had campaigned for President Nixon and now has construction business in Vir ginia. Prins quoted a memo written by the Richmond director, Regan, to his loan officers who had twice turned down a loan application for McRae as saying: “Please get out the papers on McRae as soon as possible. This is a White House case and the heat is on.” 1111 Energy Crisis Hits Workers McRae, reached in Newport News, told a reporter that “this is the first I’ve heard of any White House pressure concerning the approval of loan guarantees,” he said his loan applications were processed through normal SBA channels “and before they were approved, no one had approached the White House on the matter.” McRae denied that his activ ities as a campaigner for Nixon had anything to do with the loan approvals. Campus Briefs Kohoutek Watched in Co-operative Effort TAMU scientists will study the bright comet, Kohoutek, with in struments at McDonald Observa tory during December and Janu ary. The research program will be a cooperative endeavor of the Uni versity of Texas at Austin and TAMU. UT-Austin operates the West Texas observatory, which has 107 and 82-inch reflecting telescopes. Dr. Ronald A. Schorn and Dr. George Kattawar of the Physics Department will investigate the chemical composition and struc ture of Comet Kohoutek. Schorn said Dr. Harlan J. Smith, the observatory director, has made available prime observ ing time on the 82-inch telescope Dec. 3-16 and Jan. 7-15. Discovered last March by Dr. Lubos Kohoutek at Hamburg Ob servatory in West Germany, the comet is now located in the early morning sky and approaching the sun. It will become visible to the unaided eye in the next week or so. The comet, fifth discovered this year, will pass closest to the sun on the morning of Dec. 28. It will emerge from the solar glare into the evening sky a few days later. At and near perihelion, the comet is expected to surpass in brilliance the brightest star now visible in the evening sky. Schorn, the professional astron omer, made extensive use of the McDonald facility to study Mars and Venus while with the Jet Propulsion Laboratory and NASA. He joined the faculty last summer. Schorn and Kattawar’s work will be supported by a College of Science grant, made available by Dean John M. Prescott from the Organized Research Fund. Absentee Ballots Available Absentee voting for the Hous ton elections ends at 5 p.m. on Friday. Voters may mail a voter registration slip and an applica tion to Houston as long as they Forestry Student Wins Scott William Haupt, senior forestry student at TAMU, was awarded the $250 W. Layoffs are reported in the auto, chemical, construction and textile industries. Frontier Airlines is furlough ing 150 workers. Meanwhile, the nation’s largest carrier, United Air Lines announced it would be gin layoffs for at least 950 em ployes Jan. 7. Economists and labor leaders say it is still too early to deter mine the full impact of the energy crisis on jobs. The nation’s jobless rate had been anticipated to rise next year as the nation’s economic growth slowed, and the fuel shortage now is expected to add to it. Some private economists have forecast an unemployment rate next year of anywhere from 5 to 8 per cent, compared to the cur rent rate of 4.5 per cent. A rate of 6 per cent would throw an additional 1.3 million Americans out of work on top of the 4.1 million now without jobs. Sources close to President Nix on’s Council of Economic Advis ors say the council, which has scheduled a news conference Thursday, expects the unemploy ment rate to remain below six per cent next year. Labor leaders, mindful of the administration’s optimistic fore casts earlier this year on bringing inflation under control, remain unconvinced. Faculty and students can sche dule the courses at times that are convenient to them and the only requirement is a good understand ing of the computer language, A research project at TAMU dealing in pavement material from asphalt and incinerator resi due has been awarded additional fundings of $327. The study, headed by Dr. W. B. Ledbetter, professor of Civil En gineering, is based on laboratory findings made by TAMU re searchers that show the benefits of incinerator residue as a good road base material. To verify the findings, Brown and Root, a Houston paving con cern, will construct an experi mental pavement section made with asphalt and incinerator resi due from the Holmes Road Incin erator Plant in Houston. TAMU aerospace engineer Howard Chevalier has received an extension grant from the Federal Aviation Administration for fur ther development of a stall/spin accident prevention system. The system, initially developed without research funding, has been successfully flown on single engine and twin-engine aircraft at the Flight Mechanics Labora tory. The device, which has received veloped by Chevalier and staff re searchers at the Flight Mechanics Lab. The FAA, anxious to develop stall prevention devices, earlier awarded Chevalier a $50,000 re search grant to further develop the system for use on multi-en gine aircraft. FORTRAN. The courses use the IBM 360 computer system and plotter sys tems used for graphic output of reports and publications. The Texas Transportation In stitute will monitor the project through a research contract with the Federal Highway Adminis tration during construction. The stretch of road, which will be the final section of pavement on Single Road between McDade and Norton Streets in Houston, will be evaluated for three years by TTI. Dr. Ledbetter said work should begin on the paved stretch in Houston shortly after the first of the year. He added that the use of incinerator residue will reduce the rapid depletion of natural ag gregates. The device Chevalier developed prevents an aircraft from enter ing a stall situation where lift forces no longer support the air craft. Stall and spin accidents account for more light plane in juries and fatalities than any other cause, according to FAA figures. The Texas Engineering Exper iment Station-supported project has resulted in a successful cross country flight and demonstration by Chevalier and Robert Wilke, a Ph.D. candidate and test pilot on the program, at the General Avia tion Safety Conference in Prince ton, N. J. Total funding for the project, according to Texas A&M Re search Foundation officials, now totals $63,000.
