The House will begin debate on a compromise bill authorizing the State Department to spend $682 million. House said it will file its next legal paperwork in the lawsuit over the Watergate tapes Thurs day. U.S. District Court Judge John J. Sirica ordered President Nixon last week to turn over for private judicial inspection tape recordings of several meetings Nixon held with aides. The White House has until Thursday to re spond. WASHINGTON —William E. Colby was sworn in as director of the Central Intelligence Agen cy, succeeding James R. Schle- singer. WASHINGTON—The Organi zation of American States began a series of meetings on restruc turing the hemispheric organiza tion. The United States will face a campaign among various mem bers to drop economic and diplo matic sanctions against Cuba. WASHINGTON—Senate Dem ocratic Leader Mike Mansfield, D.-Mont., said there is nothing more Congress can do to fight inflation and rising interest rates. He said Congress has given the President authority to act, and urged a return to stricter wage- price controls similar to Phase 2. WASHINGTON —The White Report Ready As Watergate Panel Returns WASHINGTON <A>) — Senate investigators are preparing a confidential report on political espionage and campaign finances to be presented to the Watergate committee when the panel returns from a month-long recess next week. The committee is expected to use the report in deciding how to proceed with its broad inves tigation of the 1972 presidential campaign. Chief counsel Samuel Dash said he expects to present his staff’s latest findings at an executive session with the committee’s seven senators next Tuesday. The senators will decide then when to resume their hearings and how to air the second and third phases of their three- pronged probe. The first phase covered the Watergate break-in and cover-up. After the televised hearings recessed Aug. 7, two of Dash’s top assistants, Terry Falk Len- zner and David Dorsen led teams of investigators into the field to interview potential witnesses. Original plans called for the panel to wind up the Watergate phase of hearings, then proceed to an investigation of political espionage and sabotage and con clude by probing the financing of the 1972 campaign. But President Nixon and a number of other political figures have sought to push Watergate out of the spotlight, and the com mittee is expected to consider a proposal next week to break down into two subcommittees, one on sabotage and the other on fi nances, to expedite the pro ceedings. The committee also is expected to decide next Tuesday when to hold the final hearings on Water gate. Among those still sched uled to testify are Charles W. Colson, former special counsel to the President; Watergate con spirator E. Howard Hunt; David Young, who worked with Hunt as one of the White House “plumb ers” assigned by Nixon to plug news leaks and which carried out the Ellsberg burglary; Kenneth Wells Parkinson and Paul L. O’Brien, attorneys for the Com mittee for the R-election of the President; and William O. Bitt- man, Hunt’s attorney. WASHINGTON — Senate in vestigators are preparing a con fidential report on their recent findings on political espionage and campaign financing in prepa ration for the return this month <rf the Watergate committee. The date of new hearings has not been set. PHNOM PENH, Cambodia — Cambodian soldiers trying to re open a highway to the capital of Phnom Penh were pulled back Tuesday. The Cambodian com mand said it had a new strategy, that the soldiers were too tired to fight and that fresh troops would be sent in Wednesday to renew the 10-day battle to reopen Highway 4. Field reports said the soldiers also were angry at not being paid. ALGIERS — Black liberation movements in Africa will seek more aid from nonaligned nations opening a summit conference Wednesday in Algiers. The move ments are fighting against Portu guese and French colonial rule and against white-minority gov ernments in Rhodesia and South Africa. BEIRUT, Lebanon—Oil minis ters of 10 Arab states may have been so divided over establishing a common oil policy as a weapon against Israel that the matter was left off the envoys’ agenda, according to oil industry sources in Beirut. The meeting ended Tuesday with no announcement of agreement on the issue. A&M Car Club To Hold Rally A Saturday rally ending at Texas World Speedway will get the A&M Sports Car Club roll ing on the 1973-74 school year. Club President Bill Williams said the rally intended for inex perienced drivers and navigators will began at 2 p.m. with registra tion and technical inspection. Cars will begin leaving Parking Lot 50 east of Zachry Engineering Cen ter at 3 p.m. The rally route will end at TWS. Refreshments, a speedway tour, exhibits and race and rally movies will be shown. A drawing for two free tickets to the Oct. 6 US AC Twin 200s will be held. Contestants in the TAMSCC rally will be given route instruc tions. They must also answer spe cific questions about the route to be eligible for prizes.
