Tiny Terrariums... alive with love I HARDY-GARDENS 1127 VILLA MARIA 846-8319 AUSTIN —A Texas com mittee to advise the U.S. Com mission on Civil Rights has pro posed taxes on personal income and business profits as a partial solution to a public school finance system to the commission report which claims discrimination against Mexican-American chil dren. The committee's recommenda tions were released with the com mission’s report at a news con ference Monday. The report of the commission, an independent bipartisan agency created by Congress in 1957, was the fourth in a series investigat ing Mexican-American education in the Southwest. It said the money spent for educating many Mexican-Amer- icans is “three-fifths that spent for Anglos.” The report described Texas’ Minimum Foundation Program— which supplies 96 per cent of state education funds—as a “re pressive jumble of provisions and conditions that do not adequately reduce financial disparities be tween Anglo and Mexican-Amer ican districts and insure that significantly less is spent to edu cate Chicano children than their Anglo counterparts.” In addition, the commission said, Texas “has devised an educational finance system by which the amount spent on the schooling of students is a function of district and personal wealth. The end result is that the poor stay poor and those re ceiving inferior education con tinue to receive inferior educa tion.” The 24-member Texas commit tee, which is made up of presi dential appointees who serve without pay, said Texas “is fail ing to meet the challenge” of educating minority group pupils. About one-half of all Mexican- Americans and one-third of all blacks drop out of school before completing the 12th grade, the committee said, compared to 15 per cent of Anglos. It would take an additional $224 per pupil to bring Texas school expenditures up to the national average, the committee said, and an additional $443 per pupil to place Texas among the top five states. It now ranks 41st. “As the commission’s report documents,” the committee said, “some predominantly Mexican- American school districts cannot fill all their positions because teachers refuse to work in them. “The poorer Mexican-American districts cannot supplement state- supported salaries to the extent that wealthier Anglo districts and, therefore, lose both the teachers with more education and experience and the increased state aid.” Other than the personal income and corporate profits tax, the Texas committee recommended that all property be taxed at its full market value, enactment of a tax on the transfer or sale of property and a new state tax agency to handle property taxes and assessments. Also recommended was that the state assume responsibility for raising revenue for public schools, state aid on the basis of a child’s educational need and that Texas raise its average expenditure per pupil to that of the top five states. The committee rejected any sales tax increase to finance addi tional educational costs. The Rev. Patrick Flores of San Antonio is chairman of the Texas committee, which includes Reps.
