Drew, an author ity on systems operations involv ing freeway traffic, will head the Highway Design and Traffic En gineering Department of the Texas Transportation Institute and the Transportation Engineer ing and Transportation Science Division of the Department of Civil Engineering effective Sept. 1, 1966. The announcement was made jointly by Prof. Charles J. Keese, executive officer of TTI, and Dr. Charles H. Samson, Department of Civil Engineering head. Previous to joining the staff of Texas A&M in 1962, Drew was a general engineer with the Cre ole Petroleum Corp. in Venezuela, an instructor in the U. S. Guided Missile School at Fort Bliss, Tex as, and a design engineer in the Texas Highway Department at El Paso. He has been serving as associate research engineer in the Institute’s traffic engineering re search programs involving im provement of operations of the major freeways of Texas, and as an associate professor in the Civil Engineering Department. In addition to important duties in the research involving the opti mization of peak-period traffic through surveillance and control in Texas metropolitan areas on a cooperative project between the Texas Transportation Institute, Texas Highway Department, and U. S. Bureau of Public Roads, Drew also has been heading a major nationwide project involv ing gap acceptance at freeway entrance ramps in the merging process being conducted by TTI for the bureau of public roads. The hoods are to be left at the Registrar’s Office no later than 1:00 r p. m., Tuesday, May 24 (this will be accom-' plished by a representative of the College, Exchange Store). The Ph.D. hoods will not; be worn in the procession since all such candidates will be hooded on the stage as a part of the ceremonies. Candidates for the Master’s Degree will wear the Master’s cap and gown. All civilian students who are candidates for the Bachelor’s Degree will wear the bachelor’s cap and gown. ROTC students who are candidates for the Bachelor’s Degree will wear the Class "A" cadet uniform in lieu of academic regalia. Senior boots are optional with the uniform. Rental of caps and gowns may be arranged with the Exchange Store. Orders may be placed between 8:00 a. m. Monday, May 9 and 5 :00 p. m. Friday, May 20. The plan calls for a mobile atomic energy exhibit, “This Atomic World”, to be demon strated at 150 Texas high schools. Rudder said the exhibit will call attention to A&M’s capabilities in science, especially in atomic and nuclear areas. C. M. Loyd, coordinator of A&M’s National Science Founda tion Programs Office, will ar range the exhibit schedule. He said an experienced science teacher will be employed as full time exhibit manager. Training will be provided at Oak Ridge. The exhibit manager will give lecture - demonstrations in as sembly programs, Loyd pointed out. He also will speak to in dividual classes. Loyd noted the program is an extension of the Atomic Energy Commission’s domestic exhibits program. The assembly presentation in volves animated exhibits and sci entific equipment to show funda mentals and applications of par ticle accelerators, fissions, re actors, fusion, radiation and ra dio isotopes. He wants to rent their houses for three months. Coleman Loyd reports that 50 junior high school science teach ers and their families will need housing during NSF Summer Institutes. Most critical need is for two and three bedroom homes and apartments, he noted. Loyd suggests that persons with housing to rent or sublet for the summer contact him in per son. His office is on the first floor of the campus YMCA Build ing. TTI Staff Member Authors Article A Texas A&M staff member, William D. Franklin, assistant research economist, Department of Transportation Economics, Texas Transportation Institute, is the author of an article which has been accepted for publica tion in Military Review, the pro fessional journal of the U. S. Command and General Staff Col lege. His article, “Probability, Util ity, and National Strategy,” ex plores empirical methods of utilizing subjective probability and economic utility theory in matrix form as an aid to stra tegic decision-making on the national lavel. Franklin is the project super visor of an economic research study being conducted by TTI for the State of Texas and the U. S. Bureau of Public Roads in con nection with the National De fense Highway System. The re search deals with the effect of access on the cost of right of way. Oceanographers Attend Conferences Two Texas A&M scientists will attend international oceanogra phic conferences in Europe. Dr. Sayed Z. El-Sayed and Luis A. Capurro will attend a Scien tific Committee on Oceanographic Research meeting in Rome, May 23-26, and the second Interna tional Oceanographic Congress in Moscow, May 30-June 9. Capurro is now in Paris, France, attending a meeting of Bureau and Consultative Com mittee of the Inter-Governmental Oceanographic Committee of UNESCO. He is a research scientist at A&M, involved in currents studies of the Drake Passage and southern oceans with Dr. Dale Leipper. El-Sayed, biological oceanogra pher and assistant professor, will present a paper, “Biological Pro ductivity of the Antarctic and Sub-Antarctic,” at the Moscow congress.
