BATTALION EDITORIALS Civil Rights And College Fraternities The pledge of a Negro student by a Stanford University fraternity has produced a highly disturbing statement from U. S. Commissioner of Education Francis Keppel. According to Mr. Keppel, the federal government now has the authority, under civil rights legislation, to cut off federal grants to colleges allowing segregated fraternities to exist on their campuses. The issue arose when the national fraternity suspended the Stanford chapter because of its actions. Montana Senator Lee Metcalf, a Stanford graduate, then asked Keppel to define the role the federal government could play in the matter of policing racial discrimination in college fraternities. Keppel replied that colleges would be required to either compel fraternities to end discriminatory policies or else re move their sanction from the chapters. If the college refused to comply they would suffer the loss of future federal funds. The application of this doctorine could indeed set a dangerous precedent. If private, self-supporting social clubs can now be dictated to in regard to the selection of their members, what comes next? BETTY'S f /.
