Owners Expected To Veto Finley Move To Louisville BY JACK HAND Associated Press Sports Writer NEW YORK CP) — American League club owners are expected to turn down Charles O. Finley’s request to move the Athletics franchise from Kansas City to Louisville at special meetings here Thursday. Joe Cronin, president of the league, has called a meeting of the five-man board of directors to be followed by a full-scale league meeting. Top political figures from three states are due to attend with an antitrust action always a pos sibility. ALTHOUGH FINLEY signed a contract Jan. 6 with the state of Kentucky to play at the State Fair Grounds of Louisville in Louisville in 1964 and 1965, the pact is sub ject to approval by the owners, who are lined up against him. “I don’t think he’ll get one vote,” said Lee McPhail, president of the Baltimore Orioles. John Fetzer, president of the Detroit Tigers, said Finley’s chances of getting his way were less than one in a thousand. UNDER THE rules, Finley needs six votes other than his own to move his team. At least five clubs—New York, Baltimore, Chicago, Detroit and Boston—are opposed, according to an Associated Press survey. In fact, Fetzer pointed out in Detroit before leaving for New York that “there are precepts in the by-laws of the American League constitution which say that the league may take over any franchise which is not being oper ated according to that constitution. I think those precepts may apply in this case.” ACCORDING TO the constitu tion, a league can terminate mem bership for “failure or refusal to fulfill its contractural obligations or to obey any lawful requirements made by the president or board of directors.” However, such action probably could not be considered at this meeting for the rules require that written notice be given the owner and a hearing must be held. As far as is known, Finley has been given no such notice. FINLEY, WHO has operated the Athletics in Kansas City since 1961, became involved in an argu ment with Kansas City officials about a new lease on Municipal Stadium. Finley went to Louis ville and signed with Kentucky of ficials after a meeting with Gov. Edward T. Breathitt. Kansas City officials are up in arms. Sen. Stuart Symington, D- Mo.; Mayor Hus Davis of Kansas City; Senator James Pearson, R- Kan., and others have said they will attend the New York meeting. SEN. EDWARD V. Long, D-Mo., was quoted by the Kansas City Star as saying he is considering asking for an investigation of “shopping operations” of Finley. The delegation from Kentucky is expected to include Republican Sen. Thurston Morton, Gov. Brea thitt and Mayor William Cowger of Louisville. ALTHOUGH THE Finley rhu barb is regarded as strictly an American League matter at the present, Commissioner Ford Frick reportedly is on top of the situa tion. American League directors are Dan Topping of New York, Ar thur Allyn of Chicago, William Daley of Cleveland, Tom Yawkey of Boston and Robert Reynolds of Los Angeles.
