Sv THE BATTALION WEDNESDAY, NOV. 19, 1975 3 Ford prepares new statement on NYC crisis Mail rates increase Associated Press WASHINGTON — As President Ford prepared a new statement of his administration’s view of New York City’s financial crisis, there were more reports that Ford will support federal aid to the city. White House Press Secretary Ron Nessen declined to rule out a new administration position in today’s statement, telling newsmen they would have to wait for the an nouncement. Ford in the past has insisted he will oppose any federal “bail-out” of New York City and that the city and state should take tough steps to solve their local problem. One person who is predicting a new Ford policy. Sen. Jacob K. Javits, R-N.Y., said after meeting Tuesday night with Ford that the President seems close to some kind of aid for the city but that “there’s been no change in position” on Ford’s opposition to pending aid legislation. A conflicting view came from Rep. Peter Peyser, R-N.Y., who also met with Ford. He said Ford’s statement today would not contain any new proposals dealing with the crisis and added that the President seems to be waiting for the New York legislature to act toward solv ing the crisis. Meanwhile, one nonadministra tion source close to the issue said TSfesday evening Ford was de- s^iibed as leaning toward a ^J.38 billion loan guarantee for t^Vee years if the New York legisla ture accepts Gov. There also were these develop ments: — The House of Representatives today begins floor debate on a pac kage that would grant federal loan guarantees of $7 billion over a 24- year period and would give a five- member federal board certain pow ers in running the city; and amend ments in the bankruptcy law that would allow the city to petition a court for bankruptcy without the consent of 51 per cent of its cre ditors. — Philadelphia officials said they blame New York City’s financial problems for Philadelphia’s inability to sell a $25-million bond package Tuesday. The city had two banking syndicates bidding for the package that carried a 9.5 percent rate of in terest but both withdrew their bids at the last minute. — Although there were state ments from members of Congress and administration officials that Ford’s views were conditioned on the assumption that the New York State legislature would take action to raise revenues and cut expenses, the state Assembly met for five mi nutes in Albany Tuesday without considering any of the legislation designed to deal with the fiscal crisis. The brief meeting allowed the legislators to collect their $40-a-day expense allowance. Associated Press WASHINGTON — The Postal Ser vice said Tuesday that previously announced increases for interna tional mail rates will go into effect Jan. 3. The higher rates will apply to all international mail except that to Canada and Mexico. Rates for mail to those two nations are scheduled to go up Dec. 28, the date of an in crease for domestic mail. Rates for Canada and Mexico, as well as the United States, will rise from 10 cents to 13 cents for first-class let ters. The international mail rate in- ] crease will not affect mail to and from American military bases over seas. Domestic mail rates apply to such mail. Under the new rates, a surface letter to countries other than Canada and Mexico will cost 18 cents for the first ounce and 31 cents for a letter weighing up to 2 ounces.
