Reports To The Nation Nixon Declares New Trust With Allies WASHINGTON (A 1 )—President Nixon said Tuesday night his journey to allied capitals in Eu rope had created “a new relation ship of trust and confidence which did not exist before”—and helped Vets To Review Tropic Program Two A&M veterinarians are enroute to Bogota to review A&M’s tropical veterinary medi cine program in Colombia. Kuttler, who returned only three months ago after 18 months in Bogota, will review facilities and prog ress. prepare for future summit talks with the Soviet Union. “This tour was a condition precedent to an East-West Sum mit at a later time.” Nixon told a White House news conference— his chosen format for a report to the nation on his five-nation mission in personal diplomacy. Nixon, a trace of perspiration on his face as he spoke beneath the hot lights, said he always has indicated that before the United States enters into direct talks with the Soviet Union there must be “clear understanding” with American allies and friends. He said the East-West relation ship was a topic in every capital he visited: Brussels, London, Bonn, Rome and Paris. Nixon said he discussed not only U.S. policies and plans, but European views and advice. Nixon began the natonally tele vised and broadcast news confer ence with a brief statement on his trip, its purpose and its lim itations. He said he has no illusions “about the limits of personal diplomacy in settling great dif ferences between nations.” But at the same time, Nixon said, “there is an intangible fac tor” which does affect these re lationships. “When there is trust between men or leaders or nations there is a better chance to settle differ ences,” he said. Nixon said both British Prime Minister Harold Wilson and French President Charles de Gaulle used the word trust to de scribe their meetings with him. He said there is a new relation ship of trust and confidence with U.S. allies, one which did not exist before he traveled to the Continent. “Sometimes we become disillu sioned with our aid programs around the world,” Nixon said. But he said anyone who saw Europe after World War II and then saw it again today would realize that the Marshall plan and the other similar programs were worth while. “With that recognition,” he said, “we now realize that this alliance deserves our attention” and should not be taken for granted. Winding up his opening state ment, Nixon said “I will not di vulge the content of personal con versations with Europe’s leaders. They will be joined later this week by Dr. L. C. Grumbles, vet erinary microbiology, and Dr. C. H. Bridges, veterinary pathology, who will lecture to graduate stu dents. The Institute of Tropical Veter inary Medicine has been in op eration over two years. Its aim is to improve production of live stock, offering an important source of protein, to Colombia’s undernourished. Kuttler cited a “direct appli cation” between what veterinari ans are doing in Colombia and the nation. Veterinarians serving in Bo gota include Protozoologist Dr. Radmilo Todorouk; Dr. Gary Adams, a pathologist, and Dr. Andy Carson, graduate students. Three additional graduate stu dents are expected to join the Institute staff in September, Maurer said. Western Electric \r~; -y manufacturing & supply unit of the bell system ^ AN EQUAL OPPORTUNITY EMPLOYER In the area of better East-West understanding, Nixon said looking further down the road Americans could look to Red China but “I do not think we should hold out any great optimism in that direction.” He said Europeans are greatly concerned lest a U.S.-Soviet com bine would make decisions con cerning them. “Europeans are highly sensitive about the U.S. and the Soviet Union making decisions about their future without their being consulted,” Nixon said, “and this will not happen.” “The situation in West Berlin at the moment seems to have lev eled off,” Nixon said, but added that the situation has been chang ing from hour to hour. He said the United States in dicated to the West Germans it would support their decision either way about holding the elec tion in West Berlin. At the same time, he said, the Soviets were told any harrassment would jeop ardize the relations established in the area. “At this moment ... I believe that the Soviet Union does not want where it would jeopardize more important negotiations at the highest level with the United States,” he said. Because such negotiations are in the wings, he said, he thinks he can predict the Soviet Union will cool down rather than heat up the situation.
