His field com manders are Amir Khan Haqqani and Ghulam Nabi. All three are from Zabul province. The Zabul provincial chief of intelligence for Karzai’s government, Khalil Hotak, agreed that the Taliban have strengthened. “The Taliban are regrouping, having meetings in districts.
