In Davos, Switzerland on Sunday, Secretary of State Colin Powell said he believed the inspections had run their course, though he did not explicitly call for their end. He said that as a result of Iraq’s lack of cooperation, he had lost faith in the ability of inspec tors to fulfill their mission. But most of the Security Council believes that’s a deter mination they must jointly make based on the inspectors’ assess ments. While there is general agree ment that Iraq hasn’t been fully honest in its declaration and that it could be cooperating better with weapons inspectors, the absence of a smoking gun or cries for help from Blix and ElBaradei have led powerful council members such as France, Germany and Russia to argue against military interven tion and in favor of more time for peaceful disarmament. While Blix and ElBaradei have made some sharp criti cisms of Iraq over the past 60 days, they have also praised the access inspectors were given at hundreds of sites. is designed to hold storm water for a 24-hour period allowing the water to properly drain into the drainage system without over flowing and causing flooding, he said. There was also a need to improve the quality of New Main Drive and Bizzell Loop and the University was able to complete the three projects at once. Swick said. “It was less disruptive to the University community if these improvements were accom plished simultaneously,” he said. The section of Ross Street from Bizzell to Ireland Street was also in the plans for recon struction, but it was impossible to destruct all three streets at once, Godbey said. The con struction of Ross Street is expected to be completed by the end of 2004. Construction of a Bonfire Memorial is scheduled to begin in September 2003. The memorial will be to the north side of the Storm Water Management System, Godbey said. The project consists of 12 pillar-like struc tures designed in a circular form. The pillars will be placed on the directional points of a compass to the hometowns of the 12 Aggies who died in the 1999 Aggie Bonfire Collapse, Godbey said.
