"Arthur Clarke once said that 98 percent of people can’t tell the difference between technology and magic.” Bromley said the main distinction between science and tech nology, as defined by Theodore von Carman, is that science stud ies what is, whereas technology studies what never was. Bromley said that prior to World War II, science and technology were two completely separate departments and there was almost no rela tionship between science and politics and little relationship between technology and politics. “It is remarkable how separate these three activities were when they are all essential to vital human reactions,” he said. “With the development of such things as nuclear weapons, science and tech nology have been irretrievably merged.” Bromley said so far there have been seven major technological evolutions that have changed the face of our world, including printing, industry, nuclear, green, information biotechnology and quantum mechanics. Bromley expressed concern that science and technology did not rank very high on President George W. Bush’s agenda. “Although health has been included, I am deeply concerned that the role played by science and technology has been deeply downplayed and not given enough thought,” he said. Bromley said most people do not realize that most of the breakthroughs from the medical world, such as nuclear magnetic resonance, are results of breakthroughs in chemistry and physics, and not the life sciences. “It is up to the science and technology community to make the case about why we need this investment and have better articulat ed cooperation between federal, state and local governments,” he said. “You would have to be a remarkable pessimist to not believe that we are only seeing the beginning.
