Importing teachers has helped the Houston district eliminate some of l ,400 vacancies it faced at the begin ning of the year. The district also in creased recruiting spending fivefold — from $50,000 last year to $250,000, the Houston Chronicle re ported in its Sunday editions. Rory Malacon, a managing partner in Houston-based Multicultural Pro fessionals, has traveled to the Philip pines twice a year since 1991 looking for teachers to bring to California and Texas. This fall, the company brought in the most teachers it ever has, 54, to work in the Houston Independent School District. Next year, the Hous ton district expects to hire 45 more teachers through the company. “I believe we're contributing to helping the prob lem, but we are quite far from solving the problem/' — Rory Malacon managing partner, Multicultural Professionals “Now there’s a huge interest in finding teachers abroad,” Malacon said. “I believe we are contributing to helping the problem, but we’re quite far from solving the problem.” From 1993 to 1999, traditional teacher preparation programs in Texas produced an average of 15,000 graduates annually. About 66 percent become teachers. In the 1998-’99 school year, more than 63,000 teaching positions had to be filled, according to the State Board for Educator Certification. Joyce Giron, 32, borrowed $6,000 from her family in the Philippines to hire a search firm to help her find a job in Houston. She makes more money in a month here than she did in a year than at a prestigious private school in the Philippines where she had taught for 12 years. “I love these kids,” Giron said. “This is something very fulfilling for me.” Multicultural Professionals also has placed foreign teachers in Dallas, Brownsville and Waco.
