Republicans overcame opposition
from rebellious GOP moderates
to their $792 billion tax cut with
a compromise designed to clear
the way for passage of the bill
late last night.
After hours of meetings, top
Republicans emerged with a ten
tative agreement to condition the
tax bill’s 10 percent reduction in
income tax rates over the next 10
years on annual progress in reduc
ing the nation’s debt, a major con
cern of the moderates.
“We have a verbal understand
ing. We have to get final approval
on the actual language in writing,”
said Rep. Bill Archer, R-Texas,
chair of the tax-writing House
Ways and Means Committee.
“Then, 1 think we’ll move ahead
with the bill, and we’ll pass it
tonight.”
Other elements of the sweep

— For the second time this week,
NASA yesterday fueled shuttle
Columbia for liftoff with the
world’s most powerful X-ray tele
scope and Eileen Collins, the first
woman to command a U.S. space
flight.
The first launch attempt, on
Tuesday, ended seven seconds
before liftoff when a dangerous
hydrogen buildup
was detected in
the engine com
partment. It
turned out to be a
false alarm.

Today’s
launch was set for 12:28 a.m.
The shuttle is carrying the
Chandra X-ray Observatory, a $1.5
billion telescope that will spend at
least five years searching for black
holes and scrutinizing galaxies,
quasars and exploded stars.
