WASHINGTON (AP) — House Republicans overcame opposition from rebellious GOP moderates to their $792 billion tax cut with a compromise designed to clear the way for passage of the bill late last night. After hours of meetings, top Republicans emerged with a ten tative agreement to condition the tax bill’s 10 percent reduction in income tax rates over the next 10 years on annual progress in reduc ing the nation’s debt, a major con cern of the moderates. “We have a verbal understand ing. We have to get final approval on the actual language in writing,” said Rep. Bill Archer, R-Texas, chair of the tax-writing House Ways and Means Committee. “Then, 1 think we’ll move ahead with the bill, and we’ll pass it tonight.” Other elements of the sweep ing tax legislation, including a reduction in the capital gains tax, elimination of the estate tax and relief from the marriage penalty, would not be affected by the compromise.
