A mother said it took three years to find the right specialist in Nashville, Tenn., for her son’s mental problem. Against a backdrop of such testimony. President Clinton asked Congress on Monday to ensure that Americans with mental illness get the same health benefits they now have for a broken leg or an asth ma attack. Without proper treatment for mental illness, he told a White House conference, “the loss of human potential is staggering.” The conference was led by Tipper Gore, Vice President A1 Gore’s wife, whose role in advising Clinton on mental illness took on a personal dimen sion when she recently disclosed she had suffered clinical depression after her son was hit by a car 10 years ago. Mental illness is “the last great stigma of the 20th century,” she said, noting how cancer and then AIDS were once unmentionable in many families. “Most people treat someone with a mental illness as if it’s their fault or as if they can just snap out of it.” The conference, drawing mental health profes sionals together here and in cities across the coun try who were linked electronically, focused on mak ing people understand that mental illness is a sick ness much like any other — “a real disease of a real organ, the brain,” as one panelist put it — and that no one should feel shame or suffer discrimination for getting treatment. Clinton is seeking expansion of a 1996 law which prohibits health plans from setting lifetime payment caps that are higher for physical illnesses than for mental illnesses.
