A bill by Rep. Carl Isett, R- Lubbock, would allow heavy trucks as well as cars to travel at 70 mph during the day and 65 mph at night on numbered highways outside an urban dis trict. Under current law, semi trailer trucks have limits of 60 mph during the day and 55 mph at night. Isett said that equalizing the speed limit for cars and heavy trucks would create a safer dri ving atmosphere, as accidents occur more often when trucks go slower. His bill was met with oppo sition, however, from Rep. Fred Hill, R-Richardson. “You all travel down the highway just as much as 1 do and know that even though their limit is 60 mph now, trucks go 70,’’ Hill said, adding that set ting their limit higher would only result in a speed increase in turn. His amendment to charge drivers of heavy trucks twice as much when caught speeding as other drivers failed when Rep. Warren Chisum, R-Pampa, killed it on a procedural point. The essence of Isett’s bill was offered as an amendment to oth er legislation on Wednesday but was withdrawn after it incited debate from other members. The other bill, by Rep. Pete Gallego, D-Alpine, would raise from 70 mph to 75 mph the day time maximum speed limit for cars, motorcycles and light trucks on state and federal high ways outside urban districts. As amended, Gallego's bill would also raise the speed limit from 75 mph to 80 mph on in terstate highways traveling east to west in counties with popu lations under 25,000. All of those changes would be subject to approval by the Texas De partment of Transportation. Gallego’s bill was given final approval Thursday and now heads on to the Senate. MINEOLA, N.Y. (AP) — A judge Thursday opened the way for Amy Fisher’s possible parole within days after the Long Island Lolita apologized in court to Mary Jo Buttafuoco, the woman she shot in a jealous rage. “What happened to you — it wasn’t your husband’s fault... it wasn’t my father’s fault. It was my fault and I’m sorry,’’ the 24- year-old Fisher said in a barely audible voice, looking directly at Buttafuoco. As Fisher walked past Butta fuoco in the courtroom, they brushed fingers and the younger woman mouthed, “I’m sorry,” holding back tears. “Through faith in God I am able to forgive,” Mrs. Buttafuoco said. “It did not come easily or quickly.” In 1992, Fisher, then 16, knocked on the door of Butta- fuoco’s Massapequa home and shot her in the head. At the time, Fisher was having sex with Buttafuoco’s husband, Joey. He later served six months in jail for statutory rape. Fisher had already won Butta fuoco’s forgiveness through let ters the two began several months ago. But Thursday was the first time they had seen each another since 1992. During the court session. Judge Ira Wexner threw out Fish er’s 1992 guilty plea to assault on the grounds that her lawyer at the time provided ineffective coun sel. Fisher then re-entered the plea and was sentenced to 3 1/2 to 10 1/2 years. She has already served seven years of the original 5-to- 15-year sentence. "You are still a young woman and could be a productive mem ber of society if you channel your energies,” Wexner told her. “Based on the information I have received, I believe you can do that.” Buttafuoco said her recovery from the shooting gave her a sec ond chance at life. “You are be ing given a second chance, too,” she told Fisher. “I pray you take it.” The Buttafuocos reconciled and now live in Los Angeles. He was not in court Thursday.
