The govern ment said its deci sion was prompt ed in part by the attack on the sol dier and a civilian earlier in the day by a Palestinian mob in the West NETANYAHU Bank city of Ramallah. The decision came only 10 days before President Clinton was to ar rive in the region to usher in the second stage of the Wye River land- for-security agreement he helped negotiate in October. The Israeli announcement raised questions about whether the Clinton trip could take place while Israel was holding up the peace agreement. In the ambush in Ramallah, Palestinian university students wait ed at a traffic circle, screening cars. Once they found what they wanted, a hail of stones hit the vehicle, smashing its windows. A young Israeli soldier was dragged out of the car and, as he cowered on the pavement, was struck on the head with rocks. Captured by cameras, the attack was shown over and over on Israeli television, making some Israelis wonder if the Palestinian Authori ty really was trying to control vio lence like it pledged to do in the land-for-peace agreement. The ambush overshadowed the stabbing death earlier Wednesday of an Arab street-cleaner in Jerusalem, apparently by an Is raeli extremist. During the funer al procession for Osama Natche, a 41-year-old father of six, mourn ers torched an Israeli car and stoned Israeli police who fired rubber bullets. Hours later, rioting throughout traditionally Arab east Jerusalem continued, with masked Palestini ans throwing stones at cars and blocking roads with burning tires. Jerusalem police spokesman Shmuel Ben Ruby said five Pales tinians were arrested for throwing stones that shattered a bus window and injured the driver. Israel and the Palestine blamed each other for the violence. Prime Minister Benjamin Ne tanyahu’s senior adviser, David Bar-Illan, said the Palestinian Au thority has incited residents against Israel in the dispute over the re lease of Palestinian prisoners. “The bottom line is that there will be no further withdrawals unless the Palestinian Authority lives up to all its commitments,” he said. Iraq blames U.S. bombs for cancer cast BAGHDAD, Iraq (AP) — Iraq presented a for mer American soldier at a medical conference Wednesday to back its claim that U.S. shelling during the 1991 Gulf War unleashed a radioac tive substance that is causing widespread can cer among Iraqi civilians. Her voice wavering and her hands shaking, former Sgt. 1st Class Carol Picou urged about 600 Iraqi scientists and doctors to help explain what she said were ailments relating to her wartime service. “I have numerous illnesses, brain damage, neurological disorders,” said Picou, a 42-year old native of Toccoa, Ga., who served as a nurse and truck driver in the U.S. Army. Iraq also sponsored two former British sol diers to attend the two-day conference. They stood in a row with five Iraqi officers. All claim they suffer from similar neurological illnesses. Picou and the Britons, Raymond Bristow and Colin Dursell-Lee, said they had defied their governments’ orders to attend the conference. You must be in good standing with the University, including no registration or transcript blocks for past due fees, loans, parking tickets, returned checks, etc. Graduate Student Requirements If you are a December 1998 degree candidate and you do not have an Aggie ring from a prior degree, you may place an order after you meet the following requirements: Your degree is conferred and posted on the Texas A&M University Student Information Management System; and You are in good standing with the University, including no registration or transcript blocks for past due fees, loans, parking tickets, returned checks, etc. However, If you have completed all of your course work prior to this semester and have been cleared by the thesis clerk, you may request a "letter of completion” from the Office of Graduate Studies (providing it is not past their deadline). The original letter of completion, with the seal, may be presented to the Ring Office in lieu of your degree being posted. Procedure To Order A Rina: If you meet all of the above requirements and wish to receive your ring on March 4, 1999 , you must visit the Ring Office na later than Wednesday. December 3, 1998 between the hours of 8:30 a.m.-3:30 p.m. to complete the application for eligibility verification.
