Garza said that state universities must encourage incoming freshman to come to the campus through pro grams, particularly those geared to the financially disabled. “We must make a point to keep stu dents informed of financial incentives,” Garza said. “The better informed that individuals are, the better. We need to look towards the future.” The University of Houston has in creased minority enrollment since Hopwood. While the top universities in Texas have declined in minority enrollment, the University of Houston showed a 24 percent increase in Hispanic enroll ment and a 15 percent increase in black student enrollment for the 1997-98 aca demic year, according to university ad missions reports.
