The 30-minute show, called “DogPhude,” aired last week featuring two men, one of whom sat on a couch in what appeared to be a house. The other man barbecued chicken claws and hearts outside. During Thursday’s show, a videotape of three women in a wet T-shirt contest was shown. At one point, the women took their shirts off and danced top less. TCI Cable vision Inc. received about 20 calls from viewers Fri day complaining about the show, said Dennis Moore, general man ager of TCI. Moore said he previewed the program before its broadcast and that TCI officials decided that the city’s legal department should study it to determine whether it is obscene. tl tl "I am not particularly impressed by the pro- gram, but that is the na ture of public access." — Dennis Moore, TCI general manager “I am not particularly im pressed by the program, but that is the nature of public ac cess,” Moore said. Until the city makes a deci sion, the program will be aired, Moore said. Congress mandated in 1984 that cable operators set aside a percentage of TV channels for public-access to encourage in dependent programmers and bring diversity to the monop oly-driven cable industry. Ca ble operators cannot exert edi torial control. But programs judged to be obscene, libelous or slanderous can be excluded. The rules, recently passed by the City Council, would take public access channel users off the air if they twice violate reg ulations prohibiting commer cial and political advertising, lotteries and obscenity. TCI officials said Saturday they did not know the name of the creator of “DogPhude.” Names of registered public ac cess users are public record; however, TCI offices were closed over the weekend. The city’s recently revised public access rules should be gin next week, said James Bray, city attorney. The tougher standards were in response to complaints about “Race and Reason,” a white supremacist talk show. The program featured a long haired man who sat on a couch, criticized the Moral Majority and repeatedly said that if people did n’t agree with his opinion, then they could ‘Tiite me.” For Help When the Flu Gets You!
