We know what we are doing.” Bush said Texas needs a gov ernor to get rid of frivolous law suits that clog the courts and start filling them with criminals. “We want people to know they are responsible for their own be havior,” Bush said. Bush said he will not allow sex offenders, murderers or car thieves out of jail on a probative sentence. “This sends the wrong mes sage to Texas and I will change it,” Bush said. “I will show that the risks of crime out weigh the rewards.” He criticized Gov. Ann Richards for not using all the money earned from the lottery to fund education, which is a major part of his campaign. “To reach the dream of Texas we must free teachers from the Texas Education Agency,” he said. “I have proposed a plan to do just that.” “I will continue to treat Ann Richards with respect because 1 want the people of Texas to lis ten to the issues,” he said. “I don’t want people to have ques tions about who they are going to vote for.” When he mentioned welfare, the crowd laughed. “I will fulfill my obligation to the elderly but I will have a two- year limit for able-bodied people on welfare.” Bush said he wants to be gov ernor of Texas in 1996 because he does not want Bill Clinton to be re-elected. “Gov. Richards will want Clinton to be re-elected,” he said. “Texas better have a governor that knows Clinton should not be president. That governor will be me.” Bush told the audience this would be his last time in Bryan- College Station as a candidate. “The next time 1 will be gov ernor,” he said. “This is the last trip I will make to Aggieland be fore you vote.
