Arm Richards and Republican chal lenger George W. Bush dueled Wednesday over insurance and debates. Bush proposed a no-fault automobile insurance plan which he said would lower rates. In addition, he accused the Democratic of breaking her campaign promise in 1990 to lower auto insurance rates. “Texans who con trast her failed promise with my plan will see a huge differ ence between vague rhetoric and specific reforms which will work to lower the cost of automobile insur ance,” Bush said. Richards said that she promised in 1990 to hold the line on in- Gov. Richards and automatic compensation, although it would limit the right to sue. Richards spokesman Rafe Greenlee said the proposal would “pit the average Texan against the giant insurance companies — a battle the in surance companies are sure to win.” Bush said that during Richards’ term, the combined average auto insur ance premium has in creased from S632 in 1990 to $763 in 1992. Texas Insurance Commissioner Robert Hunter said the in crease in the average premium is due to an improving state econ omy in which people are buying newer cars that cost more to WASHINGTON (AP) — Ross Perot says Ameri cans should let Republicans “have a turn at bat” by giving near-blanket support to GOP candidates for Congress and handing Republicans control of both houses. “I’m saying give these guys a chance,” the Texas billionaire and 1992 independent presidential candi date advised. Perot vowed that if Republicans win control of the House and Senate and don’t deliver, then he would form a third party that would. He sidestepped whether he would run for president again himself.
