Impatient with Washington's health care calendar, leaders of tb tional Governors Association also sought more leeway to launcf: own reforms, seeking more flexibility to experiment with Medicaii new authority to tax and regulate health benefits offered by laig* ployers. And they also criticized a centerpiece Republican prison-bu; provision in pending crime legislation, saying it improperly medci state affairs. On a busy, first full day of their annual meeting, the governor: assured by the Clinton administration that its welfare reform init would "pay for itself" and would complement, not interfere, witb welfare experiments. Later, President Clinton feted the governor: black-tie dinner in the State Dining Room. Mary Jo Bane, an assistant secretary of health and human seP said the administration had no estimate yet as to how muchit" cost to find private sector or create public sector jobs for welfare^ ents. Several governors said that states would not be able to affoP plan if finding jobs for welfare recipients was as absolute preconi' to limiting benefits to two years. Oklahoma Gov. David Walters, a democrat, told Bane the' 1 House should "not make it a precondition that we guarantee a jot cause we can't." "Put a time limit on it and mean it," said North Carolina Go' Hunt, another democrat. "We will make it work in a humane wat For years, the governors have complained about mandates p' on to the states by Washington without federal money to implff them. That is a major worry of the governors on health care reform increasingly in the area of immigration because of the soaring co? services states are required to provide illegal immigrants. "The federal government has imposed upon the states aneP ment program for illegal immigrants in a number of areas," said- fornia Gov. Pete Wilson, the architect of the new NGA immigf policies. But with little or no federal money to cover the costs,'' and other governors said they were forced to trim essential servij legal residents. "We shouldn't have to plead," Wilson said. "It is a federal respj bility." One of the health care policy amendments demanded that stall longer be forced to pay, under Medicaid, up to 50 percent whenil immigrants are given emergency medical care. And the association's Human Resources committee appro' toughly worded statement demanding that the federal governing ther provide federal prison space for illegal immigrants convict 1 crimes, or reimburse states for their costs.
