The measure, by Sen. Judith Zaffirini, D-Laredo, would require hospitals and physicians to immunize a child under age 18 who is not current on vaccinations for diseases such as measles and polio. "This bill requires the Texas Department of Health to develop a flexible fee schedule so that every child's family can pay according to that family's ability and no child is deprived of immunization because of the failure to afford that cost," Zaffirini said. The measure, which will cost $56.5 million over the next two-year budget period, was passed by the Senate 30-1 Wednesday and will now be forwarded on to the House for consideration. Sen. David Sibley, R-Waco, dissented. A similar version of the bill was passed by a House committee on Tuesday, following a plea from Gov. Ann Richards to prevent "needless suffering" among Texas children. The bill would exempt children from immunizations if they have a religious conflict. 'Lamb Chop' pleads for better kids' TV shows THE ASSOCIATED PRESS WASHINGTON - The puppet "Lamb Chop" cozied up to a congressional micro phone Wednesday and in a tiny, Shari Lewis- supplied voice pleaded with broadcasters to irman of the brought her to town, put it more strongly: Meet your educa tional responsibilities to kids under the Chil dren's Television Act of 1990, or risk losing your broadcast licenses. Lawmakers had hoped the law would lead to creative and innovative children's program ming, said Markey, D-Mass., at the House En ergy and Commerce telecommunications sub committee hearing. "Unfortunately, children's television on commercial broadcast television today re mains the video equivalent of a Twinkie — kids enjoy it despite the absolute absence of any nutritional content," he said. The law requires stations to carry programs designed to serve children's "educational and informational needs." License renewal applications to the Federal Communications Commission have shown that few local broadcasters have developed new shows to meet the law's requirements. In stead, they're repackaging old cartoons and sitcoms and calling them educational. One broadcaster claimed that "The Jetsons” cartoon series prepares kids for life in the next century. "You can't create new innovative children's programming overnight," said Brooke Spec torsky, of WUAB-TV in Cleveland, Ohio, foi the Association of Independent Television Sta tions. Many broadcasters have contracts with children's programmers that were signed be fore the law was passed and are still in effect he said.
